(Mandatory) General Technical Terms and Conditions (Procedure) General Terms and Conditions : Bids are invited on the e-procurement for the above mentioned work from the contractors/ contracting firms registered with Government of Andhra Pradesh. The details of Tender conditions and terms can be down loaded from the electronic procurement platform of Government of Andhra Pradesh i.e. www.apeprocurement.gov.in Approximate estimated cost of work is as specified above. Contractors would be required to register on the e-procurement Market Place www.eprocurement.gov.in and submit their bids on line. The municipality will not accept any bid submitted in the paper form. 1. E.M.D to be paid by way of through online(i.e. 1.00% of ECV) drawn in favour of Commissioner, Palasa-Kasibugga Municipality, along with bids. The balance EMD @ 1.5% Contract value to be paid at the time of concluding agreement 2. The following orders are applicable as per G.O. Ms. No. 174 I & CAD (PW Reforms) Dept., Dt: 01-09-2008. i. All the bidders shall invariably upload the scanned copies of DD in the e-procurement system and this will be the primary requirement to consider the bid as responsive. ii. The municipality will carry out the technical bid evaluation solely based on the uploaded certificates / documents, DD towards EMD in the e-procurement system and open the price bids of the responsive bidders. iii. The municipality will notify the successful bidder for submission of original hard copies of all uploaded documents, DD towards EMD prior to entering into agreement. iv. The successful bidder shall invariably furnish the original DD certificates / documents of the uploaded scanned copies to the tender Inviting Authority before entering into agreement either personally or through courier or post and the receipt of the same with in the stipulated date shall be the responsibility of the successful bidder. The municipality will not take any responsibility for any delay in receipt/non-receipt of original DD EMD, certificates / Documents, from the successful bidder before the stipulated time. On receipt of the documents, the Department will ensure the genuinity of the DD/ BG towards EMD and all other certificates/documents uploaded by the bidder in e-procurement system in support of the qualification criteria before concluding the agreement. v. If any successful bidder fails to submit the original hard copies of the uploaded certificates / Documents, DD towards EMD with in the stipulated time or if any variation is noticed between the uploaded documents and the hard copies submitted by the bidder, the successful bidder will be suspended from participating in the tender on e-procurement platform for a period of 3 (three) years. The e-procurement system would de-active the use ID of such defaulting successful bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the municipality shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delay in the tender process for execution of all development schemes taken up by the Government. The information to this extent will be displayed in the e-procurement platform website. 3. The bidders can view/down load the tender documents from the e market place 4. The tenderer shall be required to furnish a declaration in on-line stating that the soft copies uploaded by them are genuine. Any incorrectness/deviation noticed will be viewed seriously and apart from cancelling the work duly forfeiting the EMD, Criminal Action will be initiated including suspension of business. 5. The bidders who are desirous of participating in eprocurement shall submit their Technical bids, price bids etc., in the standard formats prescribed in the Tender documents displayed at e market place. The bidders should upload the scanned copies of all the relevant certificates, documents etc., in the e market place in support of their Technical Bids. The bidders shall sign on all the statements, documents, certificates uploaded by him owning responsibility for their correctness/authenticity. 6. Copy of Latest Income Tax Return along with proof of receipt and copy of PAN Card may be uploaded Or to be submitted before entering agreement. 7. Copy of GST & VAT Registration Certificate along with TIN No. obtained from Commercial Tax Department and latest Clearance Certificate may be uploaded Or to be submitted before entering agreement. 8. Period of completion: 3 Month + 2years defect liability period 9. Each bidder should demonstrate the availability of key and critical equipment either owned or leased as shown in the NIT. 10. The date stipulated in the NIT is fixed and under no circumstances they will be relaxed under unless otherwise extended by an official notification or happen to be Public Holiday. Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable. On registration on the e-procurement market place they will be provided with a user ID and password by the system using which they can submit their bids online. While registering on the e-procurement market place, Bidders need to scan and upload the required documents only as per the Tenders requirement onto their profile. Such uploaded documents pertaining Technical Bid need to be attached to the tender while submitting the bids on line.
