E procurement Tender Notice 05 TO 2024 25 Dt 21.08.2024 Name of Work Repairs to the District Consumer Comission office building at Rajamahendravaram by Construction of Compound wall and Providing staircase Etc., in East Godavari District OFFICER INVITING BIDS: Executive Engineer (R&B) Division, Rajahmundry. 1. Bids are invited on the e-procurement platform for the above -mentioned work from the Contractors / Contracting firms registered with Government of Andhra Pradesh. The details of Tender conditions and terms can be downloaded form the electronic procurement platform of Government of Andhra Pradesh i.e www.eprocurement.gov.in Approximate Estimate Contract value of work : Rs.7,99,892/- 2. Contractors would be required to register on the e-Procurement Market place ?www. eprocurement. gov. in? and submit their bids online. The department will not accept any bid submitted in the paper form. 3. E.M.D. to be paid by way of Crossed Demand Draft Rs.8,000/- i.e.1% of ECV, drawn in favour of APAO,F.W, (R&B) Wing, Dowleswaram East Godavari District along with bids and the balance EMD @ 1.5% of Contract Value to be paid at the time of concluding agreement. Scanned E.M.D. may be uploaded with the bids and originals must be submitted to the Executive Engineer (R&B), Division, Rajahmundry through Registered post / Courier so as to reach before the date of opening of price bid. Failure to furnish the original D.D. before price bid opening date will entail rejection of bid and blacklisting. 4. Period of completion of work : Bidder shall deliver the goods with in one Month and install the same with in 1 Month from the date of contract signing. The delivery location is Rajahmundry and various places in E.G.Dist. 5. The bidders can view/ down load the tender documents from the 'e? market place. 6. Form of contract ? Lump sum contract. 7. The bidder should be a manufacturer / authorized representative of a manufacturer / whole sale dealer and should be in business of manufacture and or supply and maintenance of the offered items for a minimum period of Two years in AP as on bid calling date.85: 8. Issue of Tender Documents: From 28.08.2024at 3.00 PM To 11.09.2024 at 3.30 PM. 9. Date and time for Receipt of tenders 11.09.2024 at 4.00 PM. 10. Time and date of opening of tenders: Price Bid : 11.09.2024 @ 4.30 PM. Note: The dates stipulated above are firm and under no circumstances they will be relaxed unless otherwise extended by an official notification or happen to be Public Holidays. Procedure for submission of Bids: (a) Bidders need to contact Executive Engineer (R&B) Division, Rajahmundry, EAST GODAVARI DISTRICT for information on e-Procurement. (b) Bidders need to register on the electronic procurement market place of Government of Andhra Pradesh i.e., ?www.eprocurement.gov.in?. On registration on the e-Procurement market place they will be provided with a user id and password by the system using which they can submit their bids online. (c) While registering on the e-procurement market Place, Bidders need to scan and upload the required documents as per the Tender requirements onto their profile. (d) Such uploaded documents pertaining Technical Bid need to be attached to the tender while submitting the bids on line. (e) Steps for registration and submission of bids are described in detail in the ?Bidders Training Booklet? available with the department as well as at the above web site. (f) The bidders who are desirous of participating in e-procurement shall submit their technical bids, price bids, etc., through online in the standard prescribed in the tender documents, displayed at e market place. The bidders should upload the scanned copies of all the relevant certificates, documents, etc., in the e market place in support of their technical bids. The bidders shall sign on all the statements, documents, certificates, uploaded by him, owning responsibility for their correctness / authenticity. (g) Furnishing of hard copies by the tenderers before opening of the Price bids is dispensed with. (h) The technical bid evaluation of the tenderers will be done on the certificates / documents uploaded through online only towards qualification criteria furnished by them. (i) The tenderer shall invariably furnish the original DD to the tender inviting authority before opening Price Bid date either personally or through courier or by post and the receipt of the same within the stipulated time shall be the responsibility of the tenderer. Department will not take any responsibility for any delay or non receipt. Failure to furnish the original DD before Price bid opening will entail rejection of bid and blacklisting. (j) The successful tenderer shall furnish the original hard copies of all the documents / certificates / statements uploaded by him before concluding agreement. (k) If any tenderer fails to submit the hard copies of DD/BG for EMD, DD for transaction fee, hard copies of uploaded documents within the stipulated time, the tenderer will be suspended/ disqualified from participating in the tenders on ?eprocurment platform for a period of 12 months from the date of bid submission. The suspension of tenderer shall be automatically enforced by the e procurement system. (l) The tenderers shall furnish a declaration in online stating that the soft copies uploaded by them are genuine. Any incorrectness / deviation noticed will be viewed seriously and apart from canceling the work duly forfeiting the EMD, criminal action will be initiated including suspension of business. (m) Important Note : The Bidder shall authenticate the bid with his digital certificate for submitting the bid electronically on e-procurement platform and the bids not authenticated by Digital Certificate of the bidder will not be accepted on the e-procurement platform. 13. Qualification Requirements: i) The bidder should be a manufacturer / authorized representative / whole sale dealer of a manufacturer and should be in business of manufacture and or supply and maintenance of the offered items for a minimum period of Two years in AP. ii) Minimum One service center at Rajahmundry / Hyderabad with the following service engineers with adequate experience as on bid calling date: One Degree holder or Two Diploma holders. iii) Attested copies of documents relating to the Registration of the firm, Partnership deed, Articles of Association, Certificate of authorization as a dealer / representative for a manufacturer, Proof of Registration under VAT, Copy of Permanent Account Number (PAN) Card and copy of Latest Income tax returns for the year 2022-23 earlier 1 year submitted along with proof. Availability of key personnel in statement VI and litigation history in statement VII. iv) The bidder should furnish all the details about the make, model and all the specifications / Configuration of the product based on which tender was placed in Annexure-II of the tender document. v) The bidder should have minimum annual turnover for the items / product mentioned (irrespective of brand/model) and for the brand offered, during 2006-2007 & 2007-2008 as follows: Item name Financial year Total Sales (nos.) During warranty period the bidders should conduct preventive maintenance once in a quarter besides attending the calls. vii) EMD in the shape of DD for Rs.2,100/- issued by any Nationalised Bank/ scheduled bank in favour of APAO, W&P, (R&B) Wing, Dowleswaram, East Godavari District, to be valid for 6 months from the date of NIT viii) Insurance: As per DGS&D standard Transit Insurance Clause, it will be responsibility of the successful bidder for safe arrival of stores in full and good conditions at the places prescribed and the department will not pay separately for transit insurance. ix) The tenderer is subjected to be black listed and the EMD forfeited if he is found to have misled or furnished false information in the forms / statements / certificates submitted in proof of qualification requirements or record of performance such as abandoning of work not properly completed in earlier contracts, inordinate delays in completion of the works, litigation history and / or financial failures and /or participated in the previous tendering for the same work and had quoted unreasonable high bid prices x) Even while execution of the work, if found that the contractor had produced false/fake certificates of experience he will be black listed and the contract will be terminated. xi) The service charges payable to M/s C1 India Pvt. Ltd., as laid down in the G.O.Ms.No. 2 , Information and Communication Department, dt.15-01-2003 and other relevant G.O.s are as indicated below. Transaction fee: 0.03% of the Estimate Contract value of the work + 18.00% Service Tax on 0.03% of Estimate Contract Value (i.e., Rs.312/-). As shown in ?e? procurement site The bidders shall mandatorily pay the transaction fee to M/s. Vupadhi Techno Services Pvt. Ltd., Hyderabad through Electronic payment Gateway as per G.O.Ms.No.13, Dt.5-7-2006 (IT&C) Dept from 1-8-2006 onwards and other relevant G.O.s.
