General Terms and Conditions / Eligibility  
Having appropriate class of registration of civil contractor i.e., Class - IV and Class - V from PH Circle of registration & Class - III and above all as per G.O Ms 94 I&CAD Dt: 01-07-2003 are eligible.

General Technical Terms and Conditions (Procedure)  
I. Bids are invited on the e-procurement for the above mentioned work from the contractors/ Contracting firms registered with Government of Andhra Pradesh. The details of Tender conditions and terms can be down loaded from the electronic procurement platform of Government of Andhra Pradesh i.e https:\\www.eprocurement.gov.in II. Approximate estimated cost of the work is 275000/- Contractors would be required to register on the e-procurement Market place https:\\www.eprocurement.gov.in and submit their bids on line. The Municipaity will not accept any bid submitted in the paper form. 1.��� E.M.D to be paid by way of Online Transfer as specified above (i.e. 1.00% of ECV) drawn in favour of Commissioner, Rajam Nagar Panchayat, along with bids. The balance EMD @ 1.5% on Contract value to be paid at the time of concluding agreement by way 2. The following orders are applicable as per G.O. Ms. No. 174 I & CAD (PW Reforms) Dept., Dt : 01-09-2008. i.�������� All the bidders shall invariably upload the oneline payment of EMD in the e-procurement system and this will be the primary requirement to consider the bid as responsive. ii.������ The municipality will carry out the technical bid evaluation solely based on the uploaded certificates / documents, online payment towards EMD in the e-procurement system and open the price bids of the responsive bidders. iii.����� The municipality will notify the successful bidder for submission of original hard copies of all uploaded documents, online submission documents towards EMD prior to entering into agreement. iv. The successful bidder shall invariably furnish the original certificates/documents of the uploader scanned copies to the tender inviting Authority before entering into agreement either personally or through courier or post and the receipt of the same with in the stipulated date shall be the responsibility of the succeessful bidder.The municipality will not take any responsibility for any delay in receipt/non-receipt of original online payment towards EMD, certificates / Documents, from the successful bidder before the stipulated time. On receipt of the documents , the Department will ensure the genunity of the online payment towards EMD and all other certificates/documents uploaded by the bidder in e-procurement system in support of the qualification criteria before concluding the agreement. v. If any successful bidder fails to submit the original hard copies of the uploaded certificates/Documents online payment towards EMD with in the stipulated time or if any variation is noticed between the uploaded documents and the hard copies submitted by the bidder, the successful bidder will be suspended from participating in the tender on e-procurement platform for a period of 3 (three) years. The e-procurement system would de-active the User ID of such defaulting successful bidder based on the trigger/recommendation by the Tender inviting Authority in the system. Besides this, the municipality shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delay in the tender process for execution of all development schemes taken up by the Government. The information to this extent will be displayed in the e-Procurement platform website. 3.�The bidders can view/down load the tender documents from the ?e? market place 4. The tender shall be required to furnish a declaration in on-line stating that the soft copies uploaded by them are genuine. Any incorrectness/deviation noticed will be viewed seriously and apart from cancelling the work duly forfeiting the EMD, Criminal action will be intiated includind suspension of buisness. 5. The bidders who are desirous of participating in 'e' procurement shall submit their Technical bida, price bida etc., in the standard formats prescribed in the tender documents displayed at ,e, market place. The bidders should upload the scanned copies of all relevant certificates, documents etc., in the 'e' market place in support of their Technical bids.The bidders shall sign on all the statements, documents, certificates uploaded by him owning responsibility for their correctness/authenticity. 6.��� Copy of Latest Income Tax Return along with proof of receipt and copy of PAN Card may be uploaded Or to be submitted before entering agreement. 7.��� Copy of VAT Registration Certificate along with TIN No. obtained from Commercial Tax Department and latest Clearance Certificate may be uploaded Or to be submitted before entering agreement. 8. Period of Completion: 3Months + 2 years defect liability period. 9.��� Each bidder should demonstrate the availability of key and critical equipment either owned or leased as shown in the NIT. 10.�Each bidder should demonstrate the availability of key and critical equipment either owned or leased as shown in the NIT. Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable.

Legal Terms & Conditions  
"i. The accommodation, setting up plant, access road, water supply, electricity and general site arrangements. ii. Office furniture, equipment and communications. iii. Expenditure on: a) Corporate office of contractor. b) Technical agents for site supervision (Reimbursement to the technical agents provision is dispensed with where ?over heads and contractors profit provision is included in the data rates) c) Documentation and ?as built? drawings. d) Mobilization / de-mobilization of resources (Payment of mobilization advances shall be dispensed with where ?over heads and contractor?s profit? provision is included in the data rates) e) Labour camps with minimum amenities and transportation to work sites." "f) Light vehicles for site supervision including administrative and managerial requirements. g) Laboratory equipment and quality control including field and laboratory testing (For all the works costing more than Rs.2.00 Crores contractors have to establish Quality Control Labaratory) h) Minor T&P and survey instruments and setting outworks, including verification of lines, dimensions etc., i) Watch and ward."
