General Terms and Conditions / Eligibility  
Having appropriate class of registration of civil contractor i.e., Class - V from PH Circle, Visakhapatnam only or Class - III and above as per G.O Ms 94 I&CAD Dt: 01-07-2003 are eligible.

General Technical Terms and Conditions (Procedure)  
I. Bids are invited on the e-procurement for the above mentioned work from the contractors/ Contracting firms registered with Government of Andhra Pradesh. The details of Tender conditions and terms can be down loaded from the electronic procurement platform of Government of Andhra Pradesh i.e https:\\www.eprocurement.gov.in II. Approximate estimated cost of the work is Rs.413801.610 Contractors would be required to register on the e-procurement Market place https:\\www.eprocurement.gov.in and submit their bids on line. The Municipaity will not accept any bid submitted in the paper form. 1.�E.M.D of Rs.4400.00 i.e. 1% ECV shall be paid through net banking as per the terms and concitions specified in the e-procurement web site. The balance EMD @ 1.5% Contract value to be paid at the time of concluding agreement. 2. The following orders are applicable as per G.O. Ms. No. 8 Dt : 08-05-2016 of Information Technology and Elecronics and Communications department. i.�Submission of original hard copies of the uploaded scan copies by participating bidders to the tender inviting authority before opening of the price bid is dispensed forthwith. ii.�All the bidders shall invariably upload the scanned copies in the e-procurement system and this will be the primary requirement to consider the bid as responsive. iii.� The Municipality will carry out the technical bid evaluation solely based on the uploaded certificates / documents, in the e-procurement system and open the price bids of the responsive bidders. iv.�The successful bidder will be notified for submission of original hard copies of all uploaded documents prior to entering into agreement. v.�The successful bidder shall invariably furnish the certificates / documents of the uploaded scanned copies to the tender Inviting Authority before entering into agreement either personally or through courier or post and the receipt of the same with in the stipulated date shall be the responsibility of the successful bidder. The Municipality will not take any responsibility for any delay in receipt/non-receipt of certificates / Documents, from the successful bidder before the stipulated time. On receipt of the documents, the Municipality will ensure the genuinely of the all other certificates/documents uploaded by the bidder in e-procurement system in support of the qualification criteria before concluding the agreement. vi.� If any successful bidder fails to submit the original hard copies of the uploaded certificates / Documents, BG towards EMD with in the stipulated time or if any variation is noticed between the uploaded documents and the hard copies submitted by the bidder, the successful bidder will be suspended from participating in the tender on e-procurement platform for a period of 3 (three) years. The e-procurement system would de-active the use ID of such defaulting successful bidder based on the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the Municipality shall invoke all processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delay in the tender process for execution of all development schemes taken up by the Government. The information to this extent will be displayed in the e-procurement platform website. 3.�The bidders can view/down load the tender documents from the ?e? market place 4.�The successful (L1) tenderer shall furnish the original hard copies of all the documents/certificates/statements uploaded by him before intimation letter date through online. 5. The Tenderer shall be required to furnish a declaration in on-line stating that the soft copies uploaded by them are genuine. Any incorrectness/deviation noticed will be viewed seriously and apart from canceling the work duly forfeiting the EMD, Criminal Action will be initiated including suspension of business. 6. The bidders who are desirous of participating in ?e? procurement shall submit their Technical bids, price bids etc., in the standard formats prescribed in the Tender documents displayed at ?e? market place. The bidders should upload the scanned copies of all the relevant certificates, documents etc., in the ?e? market place in support of their Technical Bids. The bidders shall sign on all the statements, documents, certificates uploaded by him owning responsibility for their correctness/authenticity. 7.�The technical bid evaluation of the tenders will be done on the certificates/documents uploaded through on-line only, towards qualification criteria furnished by them. 8.�Copy of Latest Income Tax Return along with proof of receipt and copy of PAN Card may be uploaded or to be submitted before concluding agreement. 9.�Copy of VAT Registration Certificate along with TIN No. obtained from Commercial Tax Municipality and latest Clearance Certificate may be uploaded or to be submitted before concluding agreement. 10.�Period of completion: 60 Days + 2 years defect liability period. 11.�Each bidder should demonstrate the availability of key and critical equipment either owned or leased as shown in the NIT. 12.�The date stipulated in the NIT is fixed and under no circumstances they will be relaxed under unless otherwise extended by an official notification or happen to be Public Holiday. Any other condition regarding receipt of tenders in conventional method appearing in the tender documents may please be treated as not applicable. "Special Conditions: The Provision of ?over heads and contractor?s profit is a part of the A.P. Revised Standard data approved by the Government in G.O.Ms.No.49, I & CAD (PW-Reforms) Department, Dt. 02-03-2009 and this component shall be operative in all the data items of the estimates and rates of the furnished items subject to the fulfillment of the conditions given below by the contractor." "i. The accommodation, setting up plant, access road, water supply, electricity and general site arrangements. ii. Office furniture, equipment and communications. iii. Expenditure on: a) Corporate office of contractor. b) Technical agents for site supervision (Reimbursement to the technical agents provision is dispensed with where ?over heads and contractors profit provision is included in the data rates) c) Documentation and ?as built? drawings. d) Mobilization / de-mobilization of resources (Payment of mobilization advances shall be dispensed with where ?over heads and contractor?s profit? provision is included in the data rates) e) Labour camps with minimum amenities and transportation to work sites."
