Pre-qualifying Criteria:
1) Only MPPCB authorised
bidders can participate in this lot.
2) Interested buyers are
required to upload MPPCB documents against this auction through MSTC
login-id prior to the auction date i.e on or before 23.09.2024. These
documents will be checked by BPCL & Eligible bidders will be
allowed to participate in the auction.
ALL CONTRACTS/TRANSACTIONS ENTERED INTO BY THE BUYER/BIDDER ARISING OUT
OF THIS E-AUCTION SHALL BE GOVERNED BY THE INTEGRITY PACT AVAILABLE ON
OUR WEBSITE, www.mstcindia.co.in
All the materials are
offered for sale on AS IS WHERE IS
basis,i.e.,where they are stacked and NO COMPLAINT BASIS. Qty. shown is
indicative only hence bidder is required to inspect the material to his
satisfaction before participating.
BUYERS HAVE TO INSPECT THE MATERIAL THOROUGHLY AND SATISFY THEMSELVES
ABOUT THE NATURE, HAZARDOUS/EXPLOSIVE PROPERTIES, IF ANY, BEFORE
SUBMITTING THE BID. IN CASE THEY COME ACROSS ANY MATERIAL BEYOND THE
SCOPE OF THE DESCRIPTION OF MATERIAL, IT SHOULD BE INFORMED TO
SELLER/MSTC. MSTC WILL NOT BE RESPONSIBLE FOR ANY COMPLAINT IN THIS
REGARD.
SPECIAL CONDITIONS: -
1. At the time of delivery if any other items / material are found in
the lot, other than as specified above, BPCL will have the right to
remove it from the lot and the scrap buyer will not have claim/
objection on it.
2. The mentioned quantities are tentative and may vary in the range AS
PER LOT DESCRIPTION.
3. Weighment/Counting of scrap will be carried out at BPCL's authorized
weighbridge / scrap yard in the presence of BPCL's authorized
representatives / Security and the reading / counting as certified by
them will be final and will be binding to the buyer. Weightment shall
be done along with drums.
4. Loading will be supervised by BPCL's Representative/Security and
scrap buyer shall abide with the instructions given by him.
5. The timing of placing of Vehicle for scrap loading is up to 9:00 AM
and loading including all the transaction to be completed by 4:00 PM.
6. The Scrap buyers shall strictly follow all safety and security rules
and regulations of BPCL and shall provide Safety PPEs to all their
workmen.
7. Necessary work permit is to be obtained as applicable.
8. Scrap loading,lifting will not be allowed on Saturday, Sunday and
BPCL BR Holidays.
9. Intending Bidders coming for inspection of material prior to auction
shall necessarily have MSTC Registration. Seller/MSTC does not give
warranty or guarantee of the quantity , quantity, measurement ,
condition , chemical composition of an individual lot that form the
auction item and about its End Use or fitness for a particular purpose.
10. Inspection will be offered to MSTC registered bidders within the
time period as per auction. No inspection shall be offered on the
auction day, Sunday and holidays.
"THOUGH A FACILITY IS PROVIDED TO BIDDERS TO SELECT A CATEGORY IN THE
LIVE AUCTION FLOOR, HOWEVER, BUYERS, IN THEIR OWN INTEREST ARE ADVISED
TO GO TO LIVE E AUCTION FLOOR, AFTER SELECTING "ALL CATEGORIES". MSTC
WILL NOT BE RESPONSIBLE FOR ANY OVERSIGHT IN SELECTING THE CATEGORY IN
LIVE E AUCTION/LOT ON THE PART OF BIDDERS/BUYERS.
THE E-AUCTION SALE IS GOVERNED BY THE GENERAL TERMS& CONDITIONS
(GTC), BUYER SPECIFIC TERMS & CONDITIONS (BSTC) AND SPECIAL
TERMS & CONDITIONS (STC) OF THE E-AUCTION. INCASE OF ANY
CONFLICT OR DIFFERENCES AMONG ANY PROVISIONS OF GTC, BSTC& STC,
THE PROVISIONS OF STC WILL SUPERCEDE OTHERS IN THE PARTICULAR E-AUCTION.
THE TERMS & CONDITIONS INCLUDING THE LIST OF MATERIALS
APPEARING ON THE DATE OF E-AUCTION IS FINAL AND BINDING ON THE
PARTICIPANT BIDDERS; THE SAME MAY PLEASE BE DOWNLOADED FOR ANY FURTHER
REFERENCE.

NOTE :-
a) NO EMD WILL BE REQUIRED TO BE DEPOSITED AGAINST LOTS UNDER STA TILL
ITS APPROVAL BY THE SELLER.
b) REQUIRED EMD WILL BE DEPOSITED ONLY AFTER ACCEPTANCE/APPROVAL OF STA
LOTS.
c) EMD SUBMISSION DATE WILL BE 07(SEVEN) DAYS FROM THE DATE OF
ACCEPTANCE BY THE SELLER.
d) SYSTEM WILL MAIL AUTOMATICALLY TO THE SUCCESSFUL BIDDER OF STA LOTS
FOR PAYMENT OF EMD ONCE THE LOT IS APPROVED BY THE SELLER.
e) PAYMENT CLAUSE: Incase the date of submission of payment happens to
fall on a Public Holiday, the next day shall be considered as the date
of submission of payment.
f) DDs of Cooperative Bank/Arrangement instrument shall not be accepted
and will be returned without any action being taken on them.
g) BUYERS HAVE TO INSPECT THE MATERIAL THOROUGHLY AND SATISFY
THEMSELVES ABOUT THE NATURE , HAZARDOUS/EXPLOSIVE PROPERTIES, IF ANY,
BEFORE SUBMITTING THE BID. IN CASE THEY COME ACROSS ANY MATERIAL BEYOND
THE SCOPE OF THE DESCRIPTION OF MATERIAL, IT SHOULD BE INFORMED TO
SELLER/MSTC. MSTC WILL NOT BE RESPONSIBLE FOR ANY COMPLAINT IN THIS
REGARD.
h) THE AUCTION CATALOGUE ON THE LIVE E AUCTION FLOOR SHOULD BE TREATED
AS FINAL AND BINDING.
PRE-BID
EMD :
In order to participate in bidding for lots which require pre bid EMD,
the bidder is required to have sufficient balance in the EMD wallet
provided to the bidder for the purpose. A bidder can add money to its
EMD wallet anytime through e-payment mode only and by following the
link Pay Pre Bid EMD provided in the dashboard. Bidders in their own
interest are advised to keep sufficient balance in their EMD wallet to
bid in any auction and avoid any last minute hiccup. MSTC/Seller shall
not be responsible for any delay in crediting of the money in MSTC s
bank account due to any reason resulting in delay in updating the EMD
wallet of the bidder.

Pre Bid EMD must be paid by the bidder in GLOBAL PRE-BID WALLET
(NEFT/RTGS) through Pay Pre Bid EMD link only. For Refunds, Bidders
need to request through the EMD Refund Request link only. Refund to
bidder as per their online request will also be processed from HO on
the next working day. This pre-bid EMD cannot be used for any other
purpose.

BIDDERS ARE ADVISED THAT PRE-BID EMD SHOULD BE DEPOSITED AT LEAST ONE
DAY PRIOR TO THE DATE OF E-AUCTION.
In case of failure to pay EMD for Pre-bid EMD lots, within stipulated
period, such Pre-bid EMD will be forfeited and user account of buyer
will not be de-activated. In case of forfeiture of Pre-bid EMD/EMD, the
forfeited Pre-bid EMD/EMD amount shall be treated as inclusive of GST
amount at the applicable rate.
PRE BID EMD WILL BE KEPT
AS SECURITY DEPOSIT WHICH IS NON-ADJUSTABLE
WITH POST AUCTION PROCEEDS. SECURITY DEPOSIT WILL BE REFUNDED TO BUYER
WITHOUT ANY INTEREST AFTER SUCCESSFUL COMPLETION OF WORK BY BPCL BINA.
In case of failure to pay EMD for Pre-bid EMD lots, within stipulated

Submission of bid(s) by the Buyer, shall be construed to conclude that
the buyer has inspected the material and has satisfied himself about
the nature, quantity ,quality, other technical specifications,
taxes-duties and legalities prior to the e-auction. No complaint,
whatsoever, on the points referred above, would be entertained after
the submission of the bid.
