(CONSULTING SERVICES – QCBS METHOD)

Assignment Title    :    Consultancy services for conducting Environmental and Social Assessment (ESA) for construction and improvement of roads under Assam Disaster Resilient Hill Area Road Development Project in the state of Assam.

The Government of Assam (GoA) through Government of India (GoI) has applied for financing from the World Bank towards the cost of Assam Disaster Resilient Hill Area Road Development Project and intends to apply part of the proceeds for Consultancy Services (‘the Services’).

  1. The consulting services include but shall not be limited to tasks mentioned in the Terms of Reference (ToR) which can be downloaded from the websites www.assamtenders.gov.in
  2. PWRD intends to engage a qualified eligible multi-disciplinary consulting firm in the field of Environment and Social Assessment (ESA) with very high experience in Environment and Social Impact Assessment (ESIA) for integration of the findings in engineering feasibility studies and preparation of Environmental and Social Management Plan (ESMP), Stakeholder Engagement Plan (SEP), Biodiversity Management Plan (BMP), Resettlement Action Plan (RAP), Indigenous People Development Plan (IPDP), etc. as appropriate for activities corresponding to the proposed project.
  3. The Chief Engineer (EAP), PWRD, Assam now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
  4. The Short-listing Criteria are:

The Firm/ Agency should

  1. Have been in business for at least the last 10 (ten) years since 2013.
  2. Have proven experience of successfully completed similar assignments related to Environment and Social Impact Assessment, preparation of mitigation plans with Central Government/ State Government in India in the last 5 (five) years (i.e, 2018 to 2023) as per following:
  1. Have completed 3 (three) similar assignments of environment and social impact assessment of roads/highway projects of minimum length 300 Km, preferably one under the World Bank (WB) / Asian Development Bank (ADB) funded projects. Consultancy cost of each project shall not be less than INR. 9.00 Crore or equivalent.
  2. Have completed 1 (one) similar assignments of road/highway project of minimum length of 150 Km in hilly areas. Consultancy cost of each project shall not be less than INR. 5.00 Crore or equivalent.
  3. Have proven experience of working with tribal communities.
  1. Have an average Annual Turnover of INR. 10.00 Crore or equivalent from consulting services in the last 5(Five) Financial Year (i.e, 2022-23, 2021-2022, 2020-2021, 2019-2020& 2018-19);
  2. Have technical and managerial capacity in the following domains i.e. Environment and Social Impact Assessment of roads and highway projects, preparation of environment and social risk management instruments for addressing E&S risks and impacts of the project, etc. to carryout preparation of feasibility study, detailed project report (DPR) and bidding documents for improvement, upgradation, reconstruction and rehabilitation under different modes of contracting in close collaboration with DPR consultants.

(Note: Key Experts shall not be evaluated at the short-listing stage but at the RFP stage).

  1. For JV proposal, minimum 60% for lead member and 40% for other member shall be considered in shortlisting. Maximum number of JV members shall not be more than two (2).
  2. Consultants may associate with other firms in the form of an Association or as sub consultancy to enhance their qualifications. No key personnel of the Associated partner or sub-consultant shall be allowed.
  1. The lists of documents to be submitted along with EOI are:
  1. Name, address, email, telephone, Cell Phone Number, along with a note on the Ownership and organizational structure & core business area of the consulting firm;
  2. Document(s) to demonstrate that the firm is in the business for the last 10 years since 2013.
  3. Document(s) relating to details of Similar Assignments as mentioned above executed during the last 5 years i.e. 2018 to 2023 supported by completion or acceptance certificate(s) of the Employer.
  4. Certificate from the statutory Auditor/Chartered Accountant stating the year wise annual turnover during each of the last five (5) financial year i.e. 2022-23, 2021-22,2020-21, 2019-20& 2018-19;
  5. A short write-up on technical and managerial capability of the firm (key personnel would not be evaluated at this stage and hence CVs shall not be submitted).

(Note: EOI shall preferably be not more than total 50 pages)

  1. The Employer intends to engage the services of a consultant for the afore-mentioned works. The attention of interested Consultants is drawn to paragraph 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition September, 2023 as amended from time to time [under IBRD Loans and IDA Credits & Grants] by the World Bank Borrowers, setting for the World Bank’s policy on conflict of interest.
  2. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines of the World Bank.
  3. The list of Roads and locations thereof including Terms of Reference (TOR) will be available in the website: http://www.assamtenders.gov.in.  
  4. The consultancy services shall be for a period of 360 (three hundred sixty) days from the commencement date.
  5. Further information can be obtained at the address below during office hours i.e., 10:00 hours to 17:00 hours (IST).

Expression of Interest must be submitted online in the e-tendering system https://assamtenders.gov.in only utilizing the two designed folders in the system on or before April 5, 2024 upto14:30 hours (IST).
