REQUEST FOR EXPRESSIONS OF INTEREST
(Consulting Services–Quality& Cost Based Selection(QCBS- Time Based)
INDIA: ASSAM RESILIENT RURAL BRIDGEPROGRAM (ARRBP).

Assignment Title: “Consultancy Services for construction supervision of about 1184 Bridges in 4(Four) zones (Zone A, Zone B, Zone C, Zone D) in 34 districts of Assam under the World Bank financed Assam Resilient Rural Bridges Program (ARRBP).
Reference No :CE/EAP/ARRBP/CSC/NCB/10-13 (Zone A, Zone B, Zone C, Zone D).
The Government of Assam has received financing from the World Bank towards the cost of the Assam Resilient Rural Bridges Program and intends to apply part of the proceeds for the above consulting services against each of the zones (Zone A, Zone B, Zone C, and Zone D).
The consulting services (“theServices”) include but shall not be limited to tasks mentioned in the Terms of Reference (TOR), which can be downloaded from the website http://www.assamtenders.gov.in.
- The Chief Engineer (EAP), PWRD, Government of Assam (Client) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for each individual zone.
- A consultant can be shortlisted for more than one Zone in which case such Consultant will have the option to submit proposal (in response to the RFP when issued) - for each of the 4 Zones, i.e. A, B, C & D, or more than one Zone provided the Consultant identifies separate Team of Key Experts for each Zone for which it wishes to be considered. In such cases, all Key Experts proposed by the Consultant must be different for theTeams proposed for various Zones.
- A Consultant submitting its proposal with only one Team of Key Experts, may request for being considered for any one Zone (A, or B, or C or D) for which its proposal is determined to be the Most Advantageous (highest ranked). However, if a Consultant submits proposal with more than one Team of Key Experts, the Consultant shall clearly specify the respective Zones for which each of the Teams is intended to be deployed; this is applicable in a case where the Consultant has been shortlisted for more than one zone.For the sake of clarity, a Consultant shall not submit its proposal with 2 Teams of Key Experts for the same Zone. A Consultant (either as sole or as in JV association) can be awarded contracts for maximum two zones with two separate Teams of Key Experts.
- Proposals when submitted in response to the RFP (issued to the shortlisted Consultants) shall be evaluated for each Zone and the Consultant which is determined as having submitted the most Advantageous Proposal (which is the Proposal that achieves the highest combined technical and financial scores and is ranked the highest H1)for a Zone shall qualify for selection for that Zone. In case, a Consultant with proposed one Team of Key Experts happens to be the most Advantageous Proposal, for more than one Zone,, the Zone for which contract shall be awarded to such Consultant shall be determined on the basis of the least total cost to the Client considering the financial proposals of H-1 and H-2 Consultants.
- The shortlisting criteria are:

a) The Consultant should have been in business (Sole or Both the Joint Venture partners in case of JV) for at least last seven(7) years since 01-04-2017
b) For a Consultant which wishes to be considered for award of contract for only one zone, it should have proven experience of successfully completing at least one (1) similar assignment in the last five (5) years i.e.2024-23,2023-22,2022-21, 2021-20 & 2020-19) by sole or JV partners jointly. For a Consultant, which wishes to be considered for award of Contracts for two zones, it should have proven experience of successfully completing at least two (2) similar assignments in the last five (5) specified above by sole or JV partners jointly.
c) The Consultant should have an average annual turnover of Rs.50.00 (fifty) crore in the last three(3) financial years (i.e.2024-23,2023-22 & 2022-21) by each JV partner; The annual turnover shall be Rs.100.00 (one hundred) crore in the last three (3) financial years (i.e. 2024-23, 2023-22 & 2022-21) by lead partner, if a Consultant wishes to be shortlisted/selected for two zones.
- The Consultant should have adequate technical and managerial capability of the firm/JV members. Names of key personnel would not be evaluated at this stage and hence CVs shall not be submitted now,but only at RFP stage.
- The lists of documents to be submitted alongwith EOI are(EOI shall not be more than total 60 pages):
- Name, address, e-mail, telephone, Cell Phone Number, alongwith a note on the Ownership and organizational structure & core business area of the consulting firm;
- Document(s) to demonstrate that the firm is in the business for the last 7 (seven) years since 01-04-2017;
- Document(s) relating to details of Similar Assignments executed during the last 5 years (i.e 2024-23, 2023-22, 2022-21, 2021-20 & 2020-19) supported by completion or acceptance certificate(s); Preference will be given to the firms which have the experience of doing similar assignments in north east region of India
- Certificate from the statutory Auditors/Chartered Accountant stating the yearwise annual turnover during each of the last three (3) financial years (i.e. 2024-23,2023-22 & 2022-21);
- Ashortwrite-upon technical and managerial capability of the firm (key personnel would not be evaluated at this stage and hence CVs shall not be submitted).
- Audited financial reports for last five years, profit & loss, current asset & liability, and fixed asset & liability demonstrating the net profit in each FY
- The Client intends to engage the services of Consultants for the afore-mentioned services. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms in the form of a joint venture or as sub consultancy to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
- A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS-Time Based) method set out in the World Bank’s Procurement Regulations.
- The list of Bridges and geographical locations including Terms of Reference (TOR) for each individual Zone (Zone A, Zone B, Zone C and Zone D) will be available in the TOR.
- The consultancy services shall be for a period of six(6) years from the commencement date.
