- Ministry of Agriculture has received Grant fund from the World Bank (IDA) toward the cost of Developmental Response to Displacement Impact Project-II (DRDIP-II), and intends to apply part of the proceeds toward payments under the contract for the Construction of Baradely Small Scale Irrigation.

3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers/Grants” (fifth edition September 2023 “Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
4. Interested eligible bidders may obtain further information from Ministry of Agriculture, Developmental Response to Displacement Impact Project Phase II (DRDIP-II) Procurement Executive and inspect the Bidding Documents at the address given below from 8:30 AM to 5:30 AM & 1:30 PM to 5:30 PM from Monday to Friday before 10 days of the closing date.
5. The bid is open to all eligible bidders fulfilling and submit the following requirements: -
- Renewed trade license of 2016 of Ethiopian physical year. The bidder must possess a Trade license from the Ministry of Water Irrigation and Energy or regional line Bureaus and it will be a Category of WWC-2 and above.
- Copies of VAT registration certificate of bidder and TIN number
- Tax clearance certificate which states its eligibility to participate in public bids and valid at least at the deadline for submission of bids.
- Trade license must possess WWGC or WWC.
6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 1,000 (One Thousand Birr Only). The method of payment will be in cash/ cashier’s check, Payment to account No.1000009144009 with a presentation of deposit slip in person and inspect the bidding document during office hours from 8:30 AM to 5:30 PM at the address given below: Bidders’ who wish to have the bid document delivered to their address by a courier service pay an additional amount of ETB 5,000.00 for courier service charge or send a prepaid courier service coupon to the purchaser address below. However, the purchaser shall not be responsible for a loss or delay in the delivery of the mail and shall not entertain requests for extension on account of such delay.
7. Bids must be delivered to the address below at or before 2:00 P.M. on September 19, 2024 one original and two copies of Technical and Financial Bids sealed separately and enclosed in one other envelop in accordance with the requirements presented in the Bid data sheet. The Bid will be opened at 2:30 PM on September 19, 2024 (same date) in the presence of Bidders or representatives who choose to attend at Ministry of agriculture, Procurement Executive office. Late submission of the bid shall be rejected.
8. All bids shall be accompanied by a Bid Security to Ministry of agriculture, Procurement Executive office and shall remain valid for 90 (Ninety) days after Bid Submission deadline. Insurance bond is not acceptable. For Bank Guarantee the bidder must use the bank guarantee form included in section IV (Bid Form) of the bidding Document.
9. The Minister reserves the right to accept or reject all or parts of the bids.
