General Terms and Conditions / Eligibility
General Terms and Conditions / Eligibility 1) Even at the stage of execution of work, if found that the contractor had produced false / fake certificates or information, the bidder will be black listed and the contract will be determined under clause 60 (a) of PS to APSS, 2) The participating bidders have to pay transaction fee @ 0.03% of ECV of Rs.12203330.00 (Estimate contract value) + 18% as Service tax, Payment of Earnest Money Deposit: Each bidder must pay earnest money deposit @ 2% of Estimate Cost through ICICI payment gateway through Net Banking / RTGS / NEFT / Credit Card/Debit Card / BG only. In case of BG it should in favour of the Regional Officer, PR Mahabubanagr and the Scanned copy of the BG shall be uploaded invariably. All tenderers have to pay the above non-refundable service charge through online 3) The successful tenderer has to pay 0.04% of estimate contract value towards e-procurement corpus fund by the way of DD in favour of MD, TSTS,Telangana Unit, Hyderabad and hand over the same to the Superintending Engineer, Panchayati Raj, Mahabubnagar, at the time of concluding agreement. 4) The tender inviting / receiving authority reserves the right to postpone / cancel / reject any or all the tenders without assigning any reason whatsoever, 5) Tenders with an excess of above 5% of the estimated contract value shall summarily be rejected, 6) Negotiations are not permitted to be conducted at any level, 7) The defect liability for all the works will be 60 months(after 5 years Routine Maintenance) duly taking into account normal wear and tear from the date of completion of total work, 8) If the Office happens to be closed on account of extraordinary holiday on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue, 9) The tender shall be valid for a period of 90 days from the last date for receipt of bid, 10) Any other details can be seen in the tender document. ELEGIBILITY CRITERIA: The intending bidders have to register with TSTS and obtain digital signatures for participating in e-procurement tenders. The bidders who are desirous of participating e-procurement shall submit their technical bid, price bid etc., in the standard formats prescribed in the tender documents displayed e-market place. The following qualification information to fulfil the eligibility criteria shall be uploaded. 1) Eligible Class of Contractors Registered as mentioned in tender documents. 2) Assessed available bid capacity as per formula (3AN-B) should be greater than the estimated contract value of Rs.12203330.00 3) Statement showing the value of existing commitment and ongoing works as well as the stipulated period of completion of remaining for each of the works listed should be furnished in the prescribed format, 4) EMD in shape of online payment or irrevocable Bank guarantee issued by any Nationalized /Scheduled Commercial Bank (in the standard format enclosed in the Bid Document) 5) Latest certificate of liquid assets / latest certificate of credit facility for Rs.1221000.00 (letter of credit lines / Solvency certificate from any Nationalized/scheduled Commercial Bank not less than 3 months old) 6) Declaration of availability either owned or leased of the Key and critical equipment (As per SBD) For the equipment proposed to be owned, the Contractor should furnish a declaration on Rs.100/- Non judicial Stamp Paper.(As per SBD) 7) Statement showing availability of following key personnel Graduate Engineer -1 (Civil)with 1 year experience and Diploma Engineer-1 (Civil) with 1 year experience & Diploma or Degree Holderin Civil Engineering-1 for field testing laboratory with 1 year experience. 8) Similar Nature of works not less than or equal during last (5) FYs in value Rs.3977000.00 9) The bidder should have executed a minimum of Earth Work - 2003.36Cum, Cement Concrete (PCC, VCC, VRCC) 297.33 Cum, Deck slab/Girder Slab 49.07Cum, Steel 11.91MT. 10) The Successful bidder shall invariably furnish the original BG for EMD (if) and hard copies of all other uploaded documents to the tender receiving authority after opening price bids either personally or by post and the receipt of the same within stipulated time shall be the responsibility of the bidder. The department will not take any responsibility for any delay or non-receipt. 11) The Tender Evaluation will be carried out as per the provisions of the i) G.O.Ms.No.66, dt: 20.4.2015 of I & CAD, Govt of Telangana in respect of Contractor Registration only, ii) G.O. As per GO Rt.No.300, Dt: 28.05.2018 of T, R&B (R.I.)Dept, GoTS, iii) Memo.No.7331/Vig.I/A2/2018, Dt:29.03.2019 of PR&RD Dept based on Appraisal Report No.43 (C.No.8/V&E/EIII/2015, Dt:09. 07. 2018 of the GAD (Vig.&Enf.) Dept., and iv) PMGSY Tender guidelines.
