General Terms and Conditions / Eligibility
1)(i)Successful bidder who fails to comply submission of Performance security and ASD, if any, is liable to be debarred from participating in bids under PMGSY for a period of one year. 1)(ii)The Successful bidders are required to submit (i) original bid security in approved form and (ii) original affidavit regarding correctness of information furnished with bid document as per provisions of Clause 4.4 B (a)(ii) of ITB with the office specified in the Bid Data Sheet, before entering into an agreement, either by registered post or by hand. These documents must match the scanned copies submitted along with the bids online. In case, of any deficiency in this respect, it will be treated as misrepresentation by such bidder. Such a bidder shall be liable to be debarred for participating in bids on e-procurement platform for period of (3) years. 1)(iii) Even at the stage of execution of work, if found that the contractor had produced false / fake certificates or information, he will be black listed and the contract will be determined under clause 60 (a) of PS to APSS 2)The participating bidders have to pay transaction fee @ 0.03% of ECV of Rs.124632662.00 (Estimate contract value) + 18% as Service tax i.e., Rs.11800.00 & EMD Rs.2493000.00 . All tenderers have to pay the above non-refundable service charge through online 3)The successful tenderer has to pay 0.04% of estimate contract value towards e-procurement corpus fund by the way of DD in favour of MD, TSTSL,Telangana Unit, Hyderabad and hand over the same to the Regional Officer, Panchayati Raj, Adilabad, at the time of concluding agreement. 4)The tender inviting / receiving authority reserves the right to postpone / cancel / reject any or all the tenders without assigning any reason whatsoever, 5)Tenders with an excess of above 5.00 % of the estimated contract value shall summarily be rejected 6)Negotiations are not permitted to be conducted at any level, 7)The defect liability for all the works will be 60 months(after 5 years Routine Maintenance) duly taking into account normal wear and tear from the date of completion of total work, 8)If the Office happens to be closed on account of extraordinary holiday on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue 9)The tender shall be valid for a period of 90 days from the last date for receipt of bid. 10)Any other details can be seen in the tender document ELEGIBILITY CRITARIA The intending bidders have to register with TSTSL and obtain digital signatures for participating in e.procurement tenders. The biddders who are desirous of participating eprocurement shall submit their technical bid, price bid etc., in the standard formats prescribed in the tender documents displayed e-market place. The following qualification information to fulfill the eligibility criteria shall be uploaded. 1)Eligible Class of Contractors Registered as mentioned in tender documents 2) Assessed available bid capacity as per formula (3AN-B) should be greater than the estimated contract value of Rs. 62316331.00 (reduced to 50% as per GO MS No.73, Dt:27.06.2009 of Govt of Andhra Pradesh) 3) Statement showing the value of existing commitment and ongoing works as well as the stipulated period of completion of remaining for each of the works listed should be furnished in the prescribed format, 4) EMD in shape of online payment or irrevocable Bank guarantee issued by any Nationalized /Scheduled Commercial Bank (in the standard format enclosed in the Bid Document) valid for 90+45=135 days 5) Latest certificate of liquid assets / latest certificate of credit facility for Rs.6232000.00 (letter of credit lines / Solvency certificate from any Nationalized/scheduled Commercial Bank not more than 3 months old) (reduced to 50% as per GO MS No.73, Dt:27.06.2009 of Govt of Andhra Pradesh) 6) Declaration of availability either owned or leased of the Key and critical equipment (As per SBD) For the equipment proposed to be owned, the Contractor should furnish a declaration on Rs.100/- Non judicial Stamp Paper.(As per SBD) 7) Statement showing availability of following key personnel Graduate Engineer -1 (Civil)with 1 year experience Diploma Engineer-2 (Civil), with 1 year experience & Diploma or Degree Holder in Civil Engineering for field testing laboratory 1 with 1 year experience 8) Similar Nature of works not less than or equal during last (5) FYs in value Rs. 155.80 Lakhs (reduced to 50% as per GO MS No.73, Dt:27.06.2009 of Govt of Andhra Pradesh) 9) The bidder should have executed a Earth Work / Carted Earth in Cum 4094.50, CC VCC RCC VRCC in Cum -927.50, RCC VRCC Deck slab in Cum - 239.50,HYSD/MS Steel reinforcement in MT-75.50 (all required quantities are reduced to 50% as per GO MS No.73, Dt:27.06.2009 of Govt of Andhra Pradesh) 10)The Successful bidder shall invariably furnish the original BG for EMD (if) and hard copies of all other uploaded documents to the tender receiving authority after opening price bids either personally or by post and the receipt of the same within stipulated time shall be the responsibility of the bidder. The department will not take any responsibility for any delay or non receipt.

General Technical Terms and Conditions (Procedure)
1)the liquid assets/solvency required is Rs. 6232000.00, but the Actual solvency required is Rs. 6232000.00 (i.e. 10% of ECV which is reduced to 50% as per GO MS No.73, Dt:27.06.2009 of Govt of Andhra Pradesh) not more than 3 months old. 2)The Similar nature of the work required in any one financial year ending 31.03. 2023 is Rs.15580000.00 ((i.e. 25% of ECV which is reduced to 50% as per GO MS No.73, Dt:27.06.2009) (Satisfactorily completed, as prime Contractor or sub-contractor, at least one similar work equal in value to one-third (one-fourth in case of Naxal/ LWE affected districts) of the estimated cost of work for which the bid is invited) "3)Pre Bid Meeting is to be held on 23.02.2024 at 11:00 AM in PR Region Office, Adilabad 4) For other details, refer Standard Bid Document"
