General Terms and Conditions / Eligibility
Class of contractors eligible is given below Eligible class of contract as per G.O.Ms.No i) 94 Irr &CAD (PW&COD) dept. dt 1.7.2003 Class IV & above (Civil) and higherG.O.Ms No 66, Irr&CAD (Reforms) Dept, Dt 20.04.2015 Class ?V (Civil) & above (contractors can tender for works only with in the circle where registration is done ( R&B) Circle, Adilabad): To qualify for consideration of award of the contract, each bidder should furnish on line the following documents / certificates i) Copy of EMD for Rs. 1628/- issued by any Nationalized or scheduled commercial bank valid for 6 months from the date of publication of Notice inviting tenders (NIT) ii) The bidder shall mandatorily pay transaction fee through the electronic payment gateway iii)Copy of contractor valid registration under appropriate class with Government of Andhra Pradesh/Telangana .Upload attested copies of documents relating to the Registration of the firm, Registration as Civil Contractor, Partnership deed ( in case of partnership firms),Articles of Association ( in case of private limited companies) iv) Copy of PAN Card v) Copy of the latest Income tax returns for the assessment year 2022-23 ( Financial year 2021-22) submitted along with proof of receipt ( LATEST SARAL FORM ) vi) Copy of Registration under GST vii) Availability of following key technical persons with adequate experience i) One Graduate Engineer or two diploma holders for works costing Rs.15.00 lakhs and below and vii) One graduate Engineer and one diploma holder for works costing Rs.15.00 lakhs and above viii) The bidder is subjected to be black listed and his EMD is to be forfeited if he is found to have misled or furnished false information in the forms/Statements/Certificates submitted in proof of qualification requirement or record of performance such as abandoning of work not properly completed in earlier contracts , inordinate delays in completion of works, litigation history and or financial failures and or participated in the previous tendering for the same work and had quoted unreasonable high bid prices Even while execution of work, if it is found that the contractor had produced false/fake certificates of experience he will be black listed and the contract will be terminated and the work will be taken over invoking cause 60 ( a) of PS to APS.

General Technical Terms and Conditions (Procedure)
The tenders will be opened on line by the Executive Engineer, R&B, Division, Adilabad or his nominee at his office in the presence of tenderers or their authorized representatives, on the dates mentioned in NIT. If the Office happens to be closed on the dates, the opening of tenders gets automatically postponed to the next working date, the time being unaltered, unless extended on line through corrigendum. The successful tenderer is expected to complete the work within the time period specified in the NIT. The tenderer shall furnish on line the following particulars in the formats enclosed, supported by documentary evidence as specified in the formats. a)Check slip to accompany the tender (in Annexure-I). b)Attested copies of documents relating to the Registration of the firm, Registration as Civil Contractor, Partnership deed, Articles of Association, GST registration certificate and Sales tax latest clearance certificate ,PAN card & Latest Income Tax returns submitted along with proof of receipt, etc. he firms to forfeit their registration and their tender will be rejected. The intimation of change of partners if any and the acceptance by the Registration authority may be enclosed. c) Tenders from Joint Ventures are not acceptable unless specifically stated otherwise. d)Copy of PAN Card e) Copy of the latest Income tax returns for the assessment year 2022-23 ( Financial year 2021-22) submitted along with proof of receipt ( LATEST SARAL FORM ) f) Copy of Registration under GST g) Availability of following key technical persons with adequate experience i) One Graduate Engineer or two diploma holders for works costing Rs.15.00 lakhs and below and ii) One graduate Engineer and one diploma holder for works costing Rs.15.00 lakhs and above h) The Tenderer, at the Tenderers own responsibility and risk is advised to visit and examine the Site of Work and its surroundings and obtain all information that may be necessary for preparing the Tender for entering into a contract, for construction of the work. The costs of visiting the site shall be at the Tenderers own expense.

Legal Terms & Conditions
The Partnership firms, which are registered as Contractors shall intimate the change in partnership deed, if any, as per GO Ms No.58, I & CAD, dt.23.4.2002 within one month of such change. Failure to notify the change to the registration authority in time will entail the firms to forfeit their registration and their tender will be rejected.
