General Terms and Conditions / Eligibility
1. Municipal Registered Contractor of Class-V having registration in Govt., Department are eligible and its valid Firm registration as well. 2. EMD to be paid by way of crossed demand draft @ 1% on ECV drawn in favour of Commissioner, GHMC, (DD date should be after the date of this notice) along with bids and the balance EMD @ 1.5% contract value to be paid at the time of concluding agreement, scanned EMD may be uploaded with the bids and original DD must be submitted to the Executive Engineer/Alwal Circle, NZ, GHMC immediately after opening the tenders. 3. Even while execution of the work, if found that the contractor has produced false/fake certificates of experience he will be black listed and the contract will be terminated. 4. Those who are lapsed contractor Registration validity period are not eligible for participating tenders. 5. In case of SC/ST/WLCC societies latest final audit report maybe uploaded / produced. 6.Certificates of VAT /GST registration & clearance , up dated Income tax returns , Pan card and audit reports as on today.. 7.The Contractor should have experience in similar nature of work ( with Govt. Department ) i.e. supply of water through water tanker of 5000 Lts. Capacity for last five financial years. i.e. 2006-07 to 2010-

General Technical Terms and Conditions (Procedure)
1.Bids are invited on the e-procurement for the above mentioned work from the contractors / contracting firms registered in any Government Department. The details of Tender conditions and terms can be down loaded from the electronic procurement platform of Government of A.P. i.e. www.eprocurement.gov.in. 2.Approximate estimate contract value of work as per NIT. 3.Contractors would be required to register to the e-procurement market place www.eprocurement.gov.in and submit their bids online. The department will not accept any bid submitted in the paper form. 4.Any further information can be obtained from the Executive Engineer, Alwal Circle, NZ, GHMC. 5.The bidders can view/down load the tender documents from the e market place. 6.The dates stipulated in the tender notice are firm and under any circumstances they will not be relaxed unless officially extend. 7.The tender opening authority will not consider any tender received after expiry of date and time fixed (as specified in NIT) for receipt. 8.Tenders shall furnish declaration that they have not been blacklisted in any department in A.P. Any wrong declaration in this regard which comes to notice at a later date will disqualify them and the tenders so received will be rejected. 9.Tender transaction fee @ 0.03% of ECV plus 12.36% service tax or rates as applicable from time to time in favour of M/s C1 India Pvt. Ltd; Hyderabad in the form on line payment or credit card. 10.Transaction fee on e-procurement to be paid and hand over the same to the Executive Engineer, Alwal Circle, NZ, GHMC at the time of handing over the documents i.e., before opening of price bid. 11.The Executive Engineer, Alwal Circle, NZ, GHMC have right to cancel or postponement of any or all tenders without any reason at any time. 12.Latest VAT Registration certificate, IT & Pan card. 13.Latest Final Audit Report for the year. 14.Good quality water as per Standard norms by HMWS&SB to be supplied and quality should be verified by concerned Executive Engineer. 15.DD date should be after the date of this notice. 16.The tender calling authority may cancel the tender any time with out assigning any reasons. 17.RCC Covers are supplied departmentally 18.On due date of opening the tenders if the bidders quoted the same percentage and the work is found to be tied the work will be considered / allotted to the agency on the basis of their experience certificates. Special Conditions: 1.The The SC / ST / Wadderas Labour Contract Societies and Individuals shall invariably upload / submit the list of works on hand and its value for considering their tender as per GHMC Standing Committee Resolution No.453; Dt:05.01.2011. 2.For Hot Mix works the agency should have HMP. 3.Period of Completion of Work (3) Months. 4.No Seigniorage charges shall be recovered from the Contractor work Bills for RMC item ( Metal, Sand & Others) if the contractor produces documentary evidence in token of having paid the Seignorage charges to the Mines & Geology Department ( The produced documentary evidence shall be got verified by the Mines & Geology Department.) 5.The price escalation charges shall be allowed only for agreement period as per price escalation G.O or the Extension of time granted by the competent authority if it is on account of departmental delays. 6.Contractors should participate in the tender only after inspecting the site and getting doubts if any cleared from the tendering authority. 7.The following documents are Mandatory: S.No Document Name Document Type 1 Registration Certificate and Firm Registration Mandatory 2 EMD 1% on ECV Mandatory 3 Transaction Fee Payable to C1 India Mandatory 4 APGST/VAT or CST Document. The The SC / ST / Wadderas Labour Contract Societies and Individuals shall invariably upload / submit the list of works on hand and its value for considering their tender as per GHMC Standing Committee Resolution No.453; Dt:05.01.2011. 9. the sand consumed in all Government work by the contractors, normal seigniorage fee with one time penalty may be recovered from the work bills by the consuming Department in case of procurement of sand without valid permits issued by the concerned Assistant Director, Mines & Geology. Hence the contractor shall contact the Assistant Director, Mines & Geology Department, and shall obtain the permit slips on payment of seigniorage fee for the required quantity of sand as per calculation on the quantity of work done bill wise and shall produce to the Engineer-in-charge of work, before claiming the bill. 10. Agency should take all precautionary measures during the work as the manhole chambers are high depth one. 3. The agency is responsible for taking care of workers and machinery site ****The bidders who have quoted more than 25 percentage less on ECV they shall invariably upload the ASD in the shape of DD in favour of Commissioner, GHMC along with the tender i.e., the difference between the tendered amount and 75 percent of the estimate contract value, failing which their tender will not be considered****
