General Terms and Conditions / Eligibility
1. Bids are invited on the e-procurement platform for the above mentioned work from the Contractors / Contracting firms registered with Government of Telangana. The details of Tender conditions and terms can be downloaded form the electronic procurement platform of Government of Telangana i.e. https://tender.telangana.gov.in 2 Approximate Estimate Contract value of work : Rs 789089.00 Contractors would be required to register on the e-procurement Market place ?https://tender.telangana.gov.in and submit their bids online. The department will not accept any bid submitted in the paper form. 3. Payment of Bid processing Fee : Each tenderer must pay non refundable BID processing Fee a sum of Rs 3000/-(Three Thousand) by Online in favour of Executive Engineer, TGEWIDC, Warangal from any Nationalized/ Scheduled Bank payable at Warangal. The Online receipt is to be scanned and uploaded along with the bids and the original receipt shall be sent to the Executive Engineer, TGEWIDC, Warangal through registered / post / courier or in person so as to reach on or before 14.3.2024 by 5.00 pm Failure in receipt of the same by the Executive Engineer, the bid of the tenderer shall be summarily rejected and price bid will not be opened even if satisfied all the bid conditions. The Bidders who fail to produce Bid processing Online receipts are disqualified for tendering in this organization for period of (3) years without any notice. 4 E.M.D. to be paid by Online for Rs.7900/- (i.e., 1% of ECV) drawn in favour of along with bids and the balance EMD @ 1.5% of Contract Value to be paid at the time of concluding agreement. Scanned E.M.D. maybe uploaded with the bids and originals must be submitted to the Executive Engineer (TGEWIDC) Warangal through Registered post / Courier /in person so as to reach the date specified in the intimation notice sent in online.. As per G.O.Ms.No.174, Irrigation & CAD (PW-Reforms) Department Dt.1.9.2008 5 Period of completion of work : 3 Months. 6 The bidders can view/down load the tender documents from the ?e? market place. 7 Form of contract : Lump sum contract. 8 Class of Contractors eligible is as given below: Eligible class of contractor as follows: a) Class V civil contractors or higher class of registration as per G.O.Ms. No: 178/I&CAD, dt: 27-09-1997 b) Class V Civil :G.O.ms. No: 132, T, R&B, Dt: 11-08-1998 c) Class V Civil : G.O.Ms. No: 94, I&CAD, Dt: 01-07-2003 9. Date from which Tender schedules can be down loaded From : 26.7.2024 after 5.00PM To 1.8.2024 upto 5.00 P M 10. Date and time for receipt of tenders: 1.8.2024 upto 5.00 PM. (on line) 11. Time d date of opening of tenders: a) Price Bid Opening Date & Time : 1.8.2024 @ 6.00 PM 12. As per G.O.Ms.No.174, Irrigation & CAD (PW-Reforms) Department Dt.1.9.2008 submission of the Hard Copies of Earnest Money Deposit is dispensed with as follows : ? Submission of original Hard copies of the uploaded scan copies of Online receipts towards Earnest Money Deposit by participating bidders to the tender inviting authority before opening of the price bid be dispensed forthwith. ? All the bidders shall invariably upload the scanned copies of online receipt in e-procurement system and this will be primary requirement to consider the bid as responsive ? The Department will notify the successful bidder for submission of original hard copies of all uploaded documents. online receipt towards Earnest Money Deposit prior to entering into agreement. ? The successful bidder shall invariably furnish the original online receipt towards Earnest Money Deposit, certificates/ documents of the uploaded scanned copies to the tender inviting Authority before entering into agreement either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. The Department will not take any responsibility for any delay in receipt / non receipt of original online receipt towards Earnest Money Deposit. Certificates / Documents, from the successful bidder before the stipulated time. On receipt of documents, the Department shall ensure the genuinely of the online receipt towards Earnest Money Deposit and all other certificates / documents uploaded by the bidder in e-procurement system in support of the qualification criteria before concluding the agreement. ? If any successful bidder fails to submit the original Hard copies of uploaded certificates / documents online receipt towards Earnest Money Deposit within the stipulated time or if any variation is noticed between the uploaded documents and the hard copies submitted by the bidder, the successful bidder will be suspended from on participating in the tenders e-procurement platform for a period of 3 years. The e-procurement system would deactivate the ID of such defaulting successful bidder based on the trigger / recommendation by the tender inviting authority in the system. Besides this, the Department shall invoke all processes of law including criminal prosecution of such defaulting bidder as on act of extreme deterrence to avoid delays in the tender process for execution of the development schemes taken up by the Government. Note: The dates stipulated above are firm and under no circumstances they will be relaxed unless otherwise extended by an official notification or happen to be Public Holidays. Copy of contractors registration certificate under appropriate class with Government of Telangana with Identity Card Copy of Income Tax and PAN card. GST Registration certificate Non Refundable Transaction fee of M/s TSTS. Hyderabad as prescribed through Electronic payment gate way provided by HDFC/ ICICI Bank using their credit cards. The payment gate way accepted all Master and VISA cards each issued by any bank please see G.O.Ms No.13 dt.5.7.2006 and scanned payment slip should be uploaded with the bids and original payment slip must be handed over to E.E(TGEWIDC), Wgl. EMD (1% of ECV paid through Online receipt Hard copy of Bid document duly signed by the bidder excepting the price bid offer Non Refundable amount of Bid processing Fee Rs. 3,000/- should be credited through online in favour of Executive Engineer, TGEWIDC, Warangal Account No. 131810100076161 of Union Bank of India, Collectorate Branch, Hanamkonda, IFS Code: UBIN0813184 and upload the Original Transaction Slip with UTR Number. Failure in receipt of the same on or before 1.8.2024 by 5.00pm by the Executive Engineer, the bid of the tenderer shall be summarily rejected and price bid will not be opened even if satisfied all the bid conditions.
