1. The tender documents containing detailed & conditions are available for free download on GoC e-Procurement Portal https://eproc.cgstate.gov.in. through sub portal of Panchayat and Rural Development Department https://eproc.cgstate.gov.in.. Bidders have to quote online their prices along with Technical and Commercial bids in prescribed formats on the above mentioned portal only.
2. The Bidders intending to participate in this Tender are required to get enrolled on the above mentioned website and get empanelled on the Sub – Portal https://eproc.cgstate.gov.in. of Panchayat And Rural Development Department. Enrolment on the above mentioned Portal is mandatory kindly see the detail instruction as mentioned in Annexure-K.
3. The Tender will be opened online in the presence of the bidders or his / their representative who may choose to be present.
4. The time schedule for tender process is enclosed.
5. The Bidder needs to pay bid submission fee online. To know available online payment options bidder may visit Payment Option section https://eproc.cgstate.gov.in.
6 Pre-bid conference will be held in Office of The Executive Engineer Cum Member Secretary, Project Implementation Unit No. 01, Chhattisgarh Rural Road Development Agency, Jagdalpur, Bastar (CG) Contractors may send their queries online using the Post Query feature for the particular tender. The date and time of pre-bid conference & sending online queries are as per time schedule enclosed.
7. The bidders are required to submit Bid hashes of their Earnest Money details along with technical Bid (technical qualification documents) and the financial bid online only up till the prescribed date and time. The bidder cannot change any bid data after the generation of bid seal (Hash). The bidder shall also have to submit bids online (decrypt the bids using their Digital Certificate and re-encrypt the bids using the Chhattisgarh Rural Road Development Agency official’s public key) u p till prescribed date and time.
8. The Bidders will also submit their Earnest Money Online /NEFT/RTGS/Challan in favour of Collector Evam Adhyaksh Zila Nirman Samiti, Bastar.
9. All online Envelopes containing earnest money, technical bid & financial bid will be opened as per time schedule in presence of Bidders or their authorized representative who may chose to remain present.
10. As the online Bids are required to be digitally signed, Bidders may obtain information required to issuance of a class II Digital Signature Certificate from the Controller of Certifying Authorities https://eproc.cgstate.gov.in.) or the Service Provider of e-Procurement system of Government of Chhattisgarh: (TATA in consortium with Mjunction services limited, Office No 202, 2nd floor, Anjani Tower, Near Hotel Laal Bagh Inn, Telibandha, Raipur(C.G) - 492001.), Contact No. 9238159813 or 1800 258 2502 (Toll free) through Email ID helpdesk.eproc@cgswan.gov.in.
11. A bidder who is not registered as a contractor of appropriate class and if his offer is considered in his/ their favour by the Agency, then the Agency shall send a "Letter of intent"/ (or memo of understanding) informing him that he/ they should submit an application supported by all the required documents for registration as a contractor in Unified Registration System (E-registration) and got registered in appropriate class within a period of 15 days failing which the earnest money deposited for the tender shall be forfeited in favour of the Agency and further he/they will not be permitted in future tendering.
12. The undersigned has right to extend or cancel the tender without assigning any reason what so ever.
13. Employer shall not accept any responsibility for failures or breakdowns of the electronic procurement system during the e-tendering process.
14. Submission of EMD of bidders by online RTGS / Challan. The EMD shall be submitted in favor of A/c of Collector Evam Adhyaksh Zila Nirman Samiti, Basta r.
15. For tenders above 3.00 crore, qualifiying criteria for bidders is as per details in Annexure-J .
16. For tenders above 3.00 crores, The tenderer as a prime contractor should have in last 5 year :-
a) Satisfactory completed at least one similar work equal in value to 50 (Fifty) percent of the probabale amount of contract (Excluding maintenance cost) for which the tender is invited.
or
b) Satisfactorily executing at least one similar work, having received payment of value not less than 60% of the value of probable amount of contract (Excluding maintenance cost) for which tender is invited as on date of issue on NIT.
17. An affidavit regarding correctness of certificate and regarding no relation certificate on non Judicial stamp not less Then Rs. 50.00 (Notarized) is to be uploaded online and should be submitted manually as shown in Annexure -15

18. Pre integrity pact on non judicial stamp not less then Rs. 50 (Notarized) is to be uploaded online and should be submitte d manually as shown in Annexure -16
19. For Bituminous work the bidder should have ownership/leased/rented computerized hot mix plant on the date of the submission of the bid in 70kms Periphery of the roads for which bids have been invited. In case of leased/ Rented Hot Mix Plant the copy of ownership papers and notarized agreement is to be uploaded Online. A certificated of the establishment of the hot mix plant issued by an officer not below rank of executive engineer shall be furnished by the bidders for all packages including bid amount less than 3crore also. The certificate should be essentially uploaded online in the format as per details in Annexuer-17.
20. Affidavits on non judicial stamp not less then Rs. 50 (Notarized) is to be uploaded Online and Manually also as shown in Annexure -15 and Annexure -16.
21. All Document have to be uploaded Online.
22. Cost of Bid Form/ Processing Fee (Non-Refundable) as per Online
23. For unbalanced tender rate additional security Dep osit shall be deposited as per respective clause of “Special Condition of NIT” in percentage rate/item rate tenders.
24. The rates quoted by the Contractor shall be deemed to be inclusive of the sales and other levies, duties, royalties, cess, toll, taxes (Excluding GST) of Central and State Governments, local bodies and authorities that the Contractor will have to pay for the performance of this Contract. The Employer will perform such duties in regard to the deduction of such taxes at source as per applicable law. GST is not payable separately. The rate quoted will be inclusive of GST.
25. Submission of online Documents: The bidders are required to submit
(i) Online Payment receipt / Challan submitted by bidder for form of tender and (ii) Online Payment receipt / Challan / NEFT submitted by bidder for bid security (EMD) and (iii) Scan copy & physically submitted documents in appropriate form of original affidavit regarding correctness of information furnished with bid document as per Annexure-15 with the office specified in the Bid Data Sheet. These documents must match the scanned copies submitted along with the bids only online. No any document physically submitted by the Bidder. In case, of any deficiency in this respect, it will be treated as mis-representation by such bidder. Such a bidder shall be liable to be debarred for participating in bids under PMGSY for five years.
(ii) The Employer's address for the purpose of Manual Bid submission and submission of documents submitted manually of Online Bidders is: Office of The Executive Engineer Cum Member Secretary, Project Implementation Unit No. 01, Chhattisgarh Rural Road Development Agency, Jagdalpur, Bastar (CG).

27. Work order can be issued to the lowest selected bidder during model code of conduct and it will be binding for the selected bidder to start the work within 03 days of issuance of work order.
28. It is ma ndatory for the tender to submit documents related to work experience of similar nature related to Bituminous related road construction work in Naxal affected district.
