The bids of the contractors have to be digitally signed by the Digital Certificate of the Contractor before submitting the bids online.
In case the tenderer(s) is/are not registered in appropriate class of contractors in Chhattisgarh Public Works Department and websit https://eproc.cgstate.gov.in. He/they shall not be eligible to participate in the above tender.
2 - It is mandatory to submit the Following online:-
(A) Details of Earnest money:- ** Earnest money shall be deposited electronically by NEFT/RTGS, Internet Banking, Debit/Credit Cards on any other online process of payment. Contractor is required to generate a challan through e-Procurement system for specific tenders before transfer of fund and system generated challan may be submitted to bank physically for RTGS/NEFT or contractor may use other online option for making payment in account number shown in the online generated challan.
It is clarified t
hat every contractor’s challan number will be different for each challan generated from system of different or same tender. The cost of money transfer ( including Payment Gateways Commission etc.) has to be borne by the contractor. It is advised that the contractors should consider the time taken to process the payment electronically ( i.e. NEFT/RTGS Net Banking, Credit/Debit cards ).
No interest shall be payable to contractors on amount deposited as earnest money.**
(B) (i) Copy of Valid registration in CGPWD.
(ii) Valid registration of GST certificate.
(C) Valid Bank Solvency.
(D) Financial offer.
(E) Affidavit in prescribed format & Annexure-3 attached in N.I.T. Documents.
3- Conditional tenders are liable for rejection.
4 Before the deadline for submission of tender, Superintending Engineer Raipur Circle No.-2, PWD, Raipur modify the tender document by issuing amendment.
5- Any amendment thus issued shall be part of the tender
document and shall be published on web site.
6- Superintending Engineer Raipur Circle No.-2, Raipur will open online envelope containing Envelope A received online and Envelope (D) received physically, in the presence of the tender(s) / representatives who choose to attend at the time, date and place specified in the Notice inviting tender.
07- SPECIAL CONDITION:-
A Contractors are advised to go through the Notice Inviting tenders & the tender
Document .Certificates, annexure, enclosures as mentioned in the document will have to be submitted by the tenders strictly in the prescribed format, at the time of submission of Technical/Financial Bid, failing which the contractor shall disqualify for the work & his financial offer shall not be opened and no representation, appeal or objection, what so ever in this regard shall be entertained, by the department.
8(A) - (For tender value less than Rs. one crore) (D It is Mandatory for the "B", 'C" &a
mp; "D" Class bidders, to submit affidavit (annexure 3, enclosed on Minimum 10 Rs. Non Judicial Stamp) and the list of ongoing works/works in hand in the Amended Date 15.07.2021 Annexure "2" (enclosed), If the total value of works in hand is more than 2.5 times the capacity as specified for "B;C,, and "D" class bidders registration the bidder shall be disqualified. (ii) It is Mandatory for the "A" Class bidder, to submit affidavit (annexure 3, enclosed on Minimum 10 Rs. Non Judicial Stamp) and Bid capacity information (Appendix 1) along with information Annexure 1, 2. The bidder will only be qualified if the available bid capacity is equal or more than the amount put to tender.
8(B) - (For tender value from Rs. 1 crore to Rs. 5 crore) All the bidder shall have to submit the information of bid capacity (Appendix 1), information in Amended Date 15.07.2021 Annexure "2" (enclosed), annexure 3 and affidavit (Annexure 3 on Minimum 10 R
s. Non Judicial Stamp). They will only be qualified if the available bid capacity is equal or more than amount put to tender.
All the contractors are required to submit Envelope D physically containing the following Documents:
1. TWO Affidavit in Original.
Envelope D should be submitted only through Registered Post/Speed Post so as to reach in the Office of the Superintending Engineer P.W.D., Raipur Circle No.-2 Raipur Sirpur Bhawan, Civil Lines, Raipur (C.G.) 492001. up to the date and time mentioned above. For any postal delay the department shall not be responsible.
