4. The tender documents containing detailed terms & conditions are available for free download on GoC e-Procurement Portal http://cgeprocurement.gov.in through sub portal of Panchayat and Rural Development Department https://eproc.cgstate.gov.in.. Bidders have to quote online their prices along with Technical and Commercial bids in prescribed formats on the above mentioned portal only.
5. The Tender will be opened online in the presence of the bidders or his / their representative who may choose to be present.
6. There is no routine maintenance mentioned in BOQ. The percentage rate above or below shall be applied for construction cost only.
7. Availability of Bid Document and mode of submission: The bid document is available online and bid should be submitted online on website https://eproc.cgstate.gov.in/ The bidder wo uld be required to register in the web-site which is free of cost. For submission of bids, the bidder is required to have valid Digital Signature Certificate (DSC) from one of the authorized Certifying Authorities (CA). “Aspiring bidders who have not obtained the user ID and password for participating in e-tendering, may obtain the same from the website: https://eproc.cgstate.gov.in/
8. Digital signature is mandatory to participate in the e-tendering. As the online Bids are required to be digitally signed, Bidders may obtain information required to issuance of a class II Digital Signature Certificate from the Controller of Certifying Authorities https://eproc.cgstate.gov.in. or the Service Provider of e-Procurement system of Government of Chhattisgarh: (TATA in consortium with Mjunction services limited, Office No 202, 2nd floor, Anjani Tower, Near Hotel Laal Bagh Inn, Telibandha, Raipur(C.G) - 492001.), Contact No. 9238159813 or 1800 258 2502 (Toll free) through Email ID helpde sk.eproc@cgswan.gov.in. Bidders already possessing the valid digital signature issued from authorized CAs can use the same in this tender.
9. Kindly see the detail information and instruction as mentioned in Annexure-K for online electronic government procurement system (E-GPS)
10. Submission of Original Documents by registered AD/ Speed post : The bidders are required to submit :-
(i) Online Payment receipt / Challan submitted by bidder for form of tender and
(ii) Online Payment receipt / Challan/NEFT submitted by bidder for bid security (EMD) and
(iii) Original affidavit regarding correctness of information furnished with bid document as per Annexure-M on non juditial stamp of not less then Rs. 50.00 (Notarized) as per Tender document and
(iv) Original PRE-CONTRACT INTEGRITY PACT on non juditial stamp of not less then Rs. 50.00 as per Annexure-N of Tender document.
Last Date and time for submission of above 04 Original Documents by bidders through registered AD/ Speed post in Office of the Superintending Engineer, Chhattisgarh Rural Road Development Agency, Project Circle No. 01 Bastar, RRNMU Building, Bhirlinga, Near Toll Plaza, District Bastar is upto 5.30 PM of 03.10.2024.
These documents must match the scanned copies submitted along with the bids online. No any other document except above are required to be submitted physically by the Bidder. In case, of any deficiency in this respect, it will be treated as mis-representation by such bidder. Such a bidder shall be liable to be debarred for participating in bids under CGRRDA for five years.

11. Cost of Bid Form / Processing Fee will be as shown online and it is non-refundable. The bidder needs to pay bid submission fee online, to know available online payment options bidder may visit Payment Option section under https://eproc.cgstate.gov.in.
12. The bidders have to submit all required documents online as per the tender document in addition to following documents :-
A. Counterfoil of the receipt of EMD along with the UTR (Unit Transaction Receipt No./ Acknowledgment)
B. Affidavit on non judicial stamp not less then Rs. 50 (Notarized) as per Annexure-M.
C. PRE-CONTRACT INTEGRITY PACT on non judicial stamp of not less then Rs. 50.00 as per Annexure-N.
D. Valid Registration Certificates.
E. Valid GST Certificates.
F. Pan Card.
G. Income Tax Return certificate.
H. Financial capacity certificate (at least 15(fifteen) % of amount put to tender) as per Annexure-O or Annexure-P
I. Annual Turnover certificate from Chartered Accountant for last five financial year with break up of Civil works & total works each financial years.
J. Copy of Valid registration with Employees Provident Fund organization under EPF under act 1952.
13. Last Date/ Time for receipt of bids through e-tendering: 26.09.2024 up-to 17:30.
14. Only online submission of bids is permitted, therefore; bids must be submitted online on website https://eproc.cgstate.gov.in/ The technical qualification part of th e bids will be opened online after 10.00 am on 03.10.2024 (date) by the authorized officers. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened online on the next working day at the same time.
15. The bids for the work shall remain valid for acceptance for a period not less than 120 days after the deadline date for bid submission.
16. Scope of work is flexible as per availability of funds. Department will not be responsible for non availability of fund.
17. For unbalanced tender rate additional security deposit shall be deposited as per respective clause of “Special Condition of NIT” in percentage rate / item rate tenders.
18. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibili ty to verify the website for the latest information related to the tender. Employer shall not accept any responsibility for failures or breakdowns of the electronic procurement system during the e-tendering process.
19. Key dates and time schedule for online submission is enclosed.

20. The undersigned has right to extend or cancel the tender without assigning any reason what so ever.
21. Earnest Money Deposit as required should be made Through Online Payment Gateway of Integrated e-procurement project of Govt. of C.G.(Internet Banking/ NEFT/ Chhallan)
22. Bidder should have valid registration with Employees Provident Fund organization under EPF and Miscellaneous Provisions Act, 1952. To be Submitted online .
23. GST Shall be applicable as per directive of Govt. of India / Govt. of C.G. Bidders shall quote their Rate Excluding GST.
24. The bidder who has failure in performance for construction/maintenance of works
awarded Under PMGSY/MMGSVY shall not be eligible for participati ng in this tender.
25. A bidder who is not registered as a contractor of appropriate class and if his offer is considered in his/their favour by the Agency, then the Agency shall send a "Letter of intent"/ (or memo of understanding) informing him that he/ they should submit an application supported by all the required documents for registration as a contractor in Unified Registration System (E-registration) and got registered in appropriate class within a period of 15 days failing which the earnest money deposited for the tender shall be forfeited in favour of the Agency and further he/they will not be permitted in future tendering.
